A layover tour timed against your flight — airport pickup, one or two Delhi monuments, and back at Terminal 3 with a proper buffer. For layovers of eight hours or more.
A Delhi layover is worth leaving the airport for — but only above about eight hours, and only if you hold a visa that lets you enter India. There is no visa-free transit arrangement here, and an onward boarding pass does not substitute for one. That single fact ends more layover plans at immigration than anything else.
If you have the visa and the hours, this is built around the clock rather than around a wish list. Immigration can take 30 to 60 minutes, the drive into the city is 45 minutes to an hour and a quarter each way, and you want three hours back at Terminal 3 before an international departure. That overhead is four and a half to five hours before any sightseeing — so we go where the time actually reaches.
That means south Delhi, which is the airport side of the city. Qutub Minar is about thirty minutes from the terminal and is the single best choice if you have one slot to fill; Humayun's Tomb goes in if the layover is long enough. Old Delhi is an hour each way and only makes sense on the longest layovers.

Good to know
You need a visa to leave the airport, and it is not optional
India has no visa-free transit that admits you for a few hours. You need an e-Visa, a tourist visa or an OCI card, applied for before you fly — the e-Visa usually needs at least four days. Without one you stay airside, and no explanation at the immigration counter changes that. Check the official Indian government portal rather than a third-party site.
Under eight hours, we will tell you not to
Between immigration, the drive each way and the airport buffer, a six-hour layover leaves roughly an hour in the city and a lot of anxiety. We would rather say so than sell you a day in a car. Under six hours, stay airside — Terminal 3 has a transit hotel, lounges and showers.
We do not run an Agra layover under about fourteen hours
Agra is three and a half hours each way from Delhi, closer to four from the airport. Operators sell this on ten-hour layovers. What they are selling is eight hours in a car and a real chance of missing your flight. Above fourteen hours it becomes possible and we will discuss it.
Check your bags through before you land
Ask at your first check-in desk whether your luggage is through-checked to your final destination, and confirm it verbally. If it is, you leave the terminal with hand luggage only. If not, Terminal 3 has left-luggage facilities — but you want to know which applies before you land, not at the carousel.

Can I leave Delhi airport during a layover?

Add immigration, the return buffer and time at the monument and the day only works if nothing goes wrong. Above fourteen hours, tell us your flight times and we will look at it honestly.
How do you make sure I do not miss my connecting flight?
The timings are set against your actual flight number rather than a generic schedule, with three hours back at the terminal before an international departure. The car and driver stay with you the whole time, so getting back is our problem rather than yours — no waiting for a cab that cancels. If your onward flight leaves from a different terminal we add that transfer to the buffer.
